AHI is contracted by the MUDRP team (funded by the World Bank), to provide technical assistance to the MOHLUD to reform the social housing program in Hulhumale Phase 1, which is implemented on behalf of the government by the Housing Development Corporation (HDC). The objective is to ensure the program’s long-term sustainability, both fiscally and operationally, while minimizing housing insecurity for current residents.

Recommendations will consider interventions related to, inter alia, capital and operational investment, policy and regulatory reform, institutional arrangement reform, and targeting optimization. This assignment follows work done in a previous contract in 2022 titled “Social Rent-to-Own Housing Program Reform for the Maldives” where we explored a preliminary reform strategy, which is being further assessed and detailed in this project.
