Programa Vivienda Solidaria – Design of a Second-Level Cooperative Housing Support Entity

AFD, in coordination with the Dominican Republic Ministry of Housing and Buildings (MIVHED) and with support from the Central American Bank for Economic Integration (BCIE), commissioned AHI to design a second-level support entity for housing cooperatives and non-profit organizations participating in the national Solidarity Housing Programme (Programa Vivienda Solidaria). The assignment aims to strengthen the institutional ecosystem supporting cooperative housing development by assessing existing capacities, identifying service gaps, and developing the conceptual, operational, governance, legal, and financial design of an entity capable of providing technical assistance, capacity building, financial intermediation support, and shared services to participating organizations. The project seeks to contribute to the long-term sustainability and scaling of cooperative and community-led housing solutions in the Dominican Republic.
