Feasibility Study and Technical Assistance for Implementation of Housing Solutions

The City of Kigali engaged the AHI–Triple Line Consulting–MASS Design Group team to assess the feasibility and support the pre-operationalization of two affordable housing solutions for low-income households in Kigali. The assignment seeks to develop a proof of concept for approximately 100–150 affordable family units, including a landlord-led housing improvement model and a social/affordable rental housing model. The work combines housing-market and affordability analysis with financial, legal, operational, technical, and environmental and social structuring, followed by pre-operational planning, prototyping and implementation support. The assignment is intended to establish practical and scalable models that can be replicated in other Kigali neighborhoods.
