AFD is preparing a financing program (SAVICA) in support of higher education in Madagascar, at the request of the Ministry of Higher Education and Scientific Research (MESupReS). The program includes the rehabilitation and expansion of student housing infrastructure, starting with the University of Fianarantsoa, ahead of a gradual roll-out of the new management model across the country's network of six public universities.
AHI has been mobilized to carry out an in-depth diagnostic of student housing supply and demand (university residences and off-campus housing) and to propose development and management scenarios based on sustainable economic models, including potential public-private partnerships (PPPs) tailored to the local context. The assignment forms part of the feasibility study for the SAVICA program and is coordinated with other technical assistance missions mobilized by AFD (Cap Compétences, the real-estate master plan, and the University's student life master plan).
