Technical Assessment and Strategic Analysis of the Casa Fácil Paraná – Valor de Entrada Housing Subsidy Program

The assignment supported the analysis and strategic assessment of the Casa Fácil Paraná – Valor de Entrada program, one of Brazil's leading state-level housing affordability initiatives. Implemented by COHAPAR in coordination with federal housing finance instruments, the program addresses one of the principal barriers to homeownership among low- and moderate-income households: the inability to accumulate sufficient resources for the down payment and transaction costs associated with mortgage financing.

The study examined the program as a housing finance instrument with a strong social inclusion focus, assessing its interaction with federal subsidies, mortgage products, and local housing markets. The assignment involved close collaboration with COHAPAR, state authorities, and development partners to evaluate program performance, affordability impacts, targeting mechanisms, market dynamics, and long-term sustainability.

Particular attention was given to subsidy stacking arrangements, beneficiary access, housing supply responsiveness, and the evolution of housing prices relative to income levels. The overall objective was to generate evidence-based recommendations to strengthen program effectiveness, improve targeting and financial efficiency, and inform future policy decisions aimed at expanding access to adequate and affordable housing for vulnerable households throughout Paraná.
