In Jordan and other countries, the housing stock is in dire need of rehabilitation, especially in the poorer neighborhoods that have welcomed displaced Syrians. Many of the present shelter program methods are expensive, short-term solutions and rely on the presence of International NGOs and significant funding from institutional donors. CARE contracted AHI to develop a 2.0 Model of humanitarian shelter intervention that will create empowerment outcomes vis-à-vis affordable housing solutions for many millions of refugees worldwide, now living in displacement-affected communities on the edge of daily emergency.  Using a human-centered approach that puts the communities’ input front and center, CARE and AHI will test the following two-part hypothesis through pilot Interventions: a) That access to adequate and sustainable housing can be a catalyst and/or an anchor for displacement-affected communities to thrive – facilitating recovery, resilience, and socio-economic growth; and b) Interventions that target key challenges within the housing ecosystem of the displacement-affected community will enable stabilization and growth within the community.
