Affordable housing definition study in the WAEMU Region
Project Details
As part of a project commissioned by the Mortgage Refinancing Facility of the WAEMU region (CRRH-UEMOA), AHI and a team of local consultants from CERFODES (Burkina Faso) and Mitsio Motu (Togo) conducted research into the housing market of the WAEMU region. The main objective of the mission was to gather information on the definition of the legislative and regulatory framework for affordable housing, to provide elements of assessment for a definition of affordable housing for 7 countries in the WAEMU region, the characteristics and cost of affordable housing, the beneficiaries of this housing, and more. The end goal was to support CRRH-UEMOA in improving its refinancing conditions on concessional resources, adjust the eligibility criteria for refinancing on concessional resources (in particular the refinancing ceiling set at 25 million CFA francs), adapt the guarantee mechanism so that it is less restrictive for counterparties and the target clientele, and strengthen consultation with member states and regional institutions to further promote the affordable housing segment and enhance the impact of the CRRH-UEMOA on low-income and/or irregular income populations.
