Can’t tell the budget without a scorecard

Recap Advisors has now posted
a handy summary of the Administration’s Section 8 budget proposal.  Money (literally!) quotes:

 

The Bush Administration’s proposed budget for FY 2006 continues themes from past years’ budgets: block granting, belt-tightening, and emphasis on homeownership.

 

A notable exception is the voucher program, for which the Administration has proposed a 4.66% increase (approximately $1 billion.)  Interestingly, the budget proposal explicitly acknowledges that this increase is necessitated by past cuts: “The proposed funding level restores reductions imposed by the 2005 pro-rations and adds funds to account for inflation.”
